Crude lower in Asia

SINGAPORE: Crude prices turned lower in Asia on Tuesday as markets focused on Italy's record bond yields as a sign that the eurozone debt troubles were far from over, analysts said.

New York's main contract, light sweet crude for delivery in December, dipped 13 cents to $95.39 per barrel. Brent North Sea crude for December fell 21 cents to $114.35.

Concerns over Italy's all-time high bond yields sabotaging eurozone debt rescue efforts outweighed Greek progress in forming their government, said Ker Chung Yang, commodity analyst for Phillip Futures in Singapore.

"Italy has overtaken Greece as the prime threat to the stability of the eurozone after the bond surge," he told. "The borrowing cost for Italy has rose to its highest level... the level is unsustainable for its debt," Ker added.

Borrowing rates on Italy's 10-year bonds hit a record 6.676 percent on Monday, although it had eased slightly to 6.583 percent in Asia later Tuesday. After seeing borrowing costs hit the levels that triggered bailouts for Greece, Ireland and Portugal, the eurozone's third largest economy decided to submit to international oversight, a move intended to buy confidence and time.

Traders were also nervously watching a critical parliament vote on the 2010 Italian budget scheduled for 1500 GMT as Europe pressured Rome to implement long-promised economic reforms to avert a debt blow-up. (AFP)

Asian shares mixed as fears for Italy intensify

HONG KONG: Asian markets were mixed on Tuesday as Italy's deepening debt and political crisis overshadowed progress by Greece, another stricken eurozone member, towards installing a new government.

Italy's borrowing rates have soared to unsustainable levels with the yield on its 10-year government bonds hitting a record 6.676 percent on Monday, although it had eased slightly to 6.582 percent in Asia early Tuesday.

"Politics are now keeping markets on edge," said Khoon Goh, strategist at ANZ bank in Wellington. "Greece may still be hogging the headlines at present, but we could be moving from a Greek crisis towards an Italian crisis if policymakers do not address the situation soon," he told Dow Jones Newswires.

The Italy situation weighed on the euro in early Asian trade with the common currency dipping to $1.3755, compared with $1.3773 late Monday in New York and at 107.34 yen, from 107.52 yen. The dollar was flat, trading at 78.03 yen.

In Italy, the 17-nation eurozone's third-largest economy, Prime Minister Silvio Berlusconi is under mounting pressure to resign over his handling of the country's economic troubles.

In Greece however, the two main political parties were said to be on track to naming a new premier and unity government as world leaders pressed for Athens to quickly agree to a bailout deal and avert a crippling default.

Tokyo stocks were 0.17 percent lower by the break and Seoul dipped 0.20 percent. But Hong Kong rose 0.70 percent in morning trade, Sydney added 0.24 percent and Shanghai climbed 0.10 percent.

Wall Street saw a late rally on the Greece progress, with the Dow ending 0.71 percent higher, the Nasdaq up 0.34 percent and the S&P 500 gaining 0.63 percent.

Under-pressure Berlusconi dismissed talk of his possible resignation as "baseless" and warned against calls for the creation of a national unity government like Greece, saying that it would be "the opposite of democracy".

Berlusconi last week agreed to special surveillance from the International Monetary Fund and European Union to ensure his government meets crucial targets to cut its $2.6 trillion debt.

The country's low growth rate and the debt mountain have stoked investor fears that Italy could be the next to fall in Europe's ongoing crisis, which many fear could tip the world back into recession.

In Tokyo the broader market was dragged by a 29 percent slump for Olympus after the company said that a panel's probe into some of its past deals found they were used to cover up huge losses on investments in the 1990s.

The camera maker has now lost 70 percent of its value since its British former CEO raised questions about four takeovers and the payment of massive advisory fees. (AFP)

Iran 'will never compromise rights' in nuclear programme

TEHRAN: Iran's envoy to the IAEA said Wednesday his country 'will never compromise its legitimate rights' in pursuing its atomic programme.

"As a responsible state, the Islamic republic of Iran will never compromise its legitimate rights and will continue to comply with its commitments under the nuclear Non-Proliferation Treaty," Ali Asghar Soltanieh said, as cited by the official IRNA news agency.

"Iran will continue its peaceful nuclear activities. And, just as many other previous claims were proven baseless, this time also they will not bear any results," he said.

Soltanieh stressed that Iran's nuclear programme was entirely peaceful and that Iran would continue to cooperate with the International Atomic Energy Agency, the UN's nuclear watchdog.

His comments came a day after the IAEA released its report saying "credible" evidence existed to suggest Iran had done work towards building nuclear warheads.

Soltanieh, who late Tuesday dismissed the report as 'politically motivated', on Wednesday accused IAEA chief Yukiya Amano of making a 'historic mistake' in releasing the document.

Amano had displayed 'unbalanced, unprofessional and political' behaviour in publishing the report, which contained 'false claims' based on information from Iran's arch-foe the United States and other countries, Soltanieh said.

Strong quake hits Okinawa, no tsunami alert

TOKYO: A strong 6.8 magnitude earthquake struck in waters off Okinawa island on Tuesday, but there were no concerns about a tsunami, the US and Japanese agencies said.

The quake occurred in the East China Sea, 218 kilometres (136 miles) west of Naha, Okinawa prefecture, the US Geological Survey said. The quake's depth was 222 kilometres (138 miles).

There were no immediate reports of injuries or damage from the quake, which happened at 11:59 am (0259 GMT).

Japan, located at the junction of four tectonic plates, experiences 20 percent of the strongest quakes recorded on Earth each year.

America's poor population up at 49mn

WASHINGTON: The number of poor Americans hit a record 49 million in 2010, or 16 percent, according to new data released on Monday that showed poverty rates for the elderly, Asians and Hispanics higher than previously known.

The figures were calculated by the Census Bureau under a broad new measure intended to supplement the official standard with a fuller picture of poverty in the United States. Results contrast with official poverty data, released in September, that put the number of poor Americans at 46.2 million.

The biggest rise occurred among people aged 65 and older who are being driven into poverty by out-of-pocket medical expenses, including premiums and co-pays from the federal government's Medicare program for the elderly.

The poverty rate for the elderly jumped to 15.9 percent, or a roughly 1 in 6 senior citizens, versus 9 percent under the official count.

The findings highlight the challenges facing Republicans and Democrats on a special congressional "super committee" charged with cutting at least $1.2 trillion from the federal budget over the next 10 years.

Both sides have proposed hundreds of billions of dollars in cuts to Medicare, which threatens to explode the U.S. debt burden, despite intensive lobbying against reductions by groups that represents beneficiaries and healthcare providers.

"People will say this shows how crucial it is not to cut a penny out of Medicare spending. And that's unfortunate, because it's an argument against solving the deficit," said Ron Haskins of the Brookings Institution.

Like the government's Social Security pension system for the elderly, Medicare is also expected to be a hot-button issue in 2012 election politics for both parties as they vie for control of the White House and Congress.

INADEQUATE SAFETY NET

Unlike the Census Bureau's official poverty measure, which focuses on the food budgets and cash wages of the poor, the new calculation includes government benefits such as food stamps as well as household expenses like taxes, medical costs, housing and regional differences in the cost of living, the Census Bureau said in a report.

It will now supplement official poverty estimates, which have been used to determine eligibility for programs that help the poor since the mid-1960s.

The broader formula generates an overall U.S. poverty rate of 16 percent, versus an official 15.1 percent, with an annual poverty income threshold of $24,343 for a family of four, compared with $22,113 under the official measure.

"This shows that the social safety net is helping but not doing as much as we'd like to see," said Dave Cooper of the Economic Policy Institute. "The programs we have right now are, if anything, inadequate."

The new formula also showed poverty rates increasing for whites, Asians and working-age adults but falling for blacks and children.

For the first time, the poverty rate for Hispanics eclipsed the rate among blacks, by 28.2 percent to 25.4 percent, partly as a result of less participation in social programs, like housing subsidies, among immigrant groups.

As an indication of the benefits of government assistance, Census officials said the poverty rate would have risen to 18 percent if not for earned income tax credit for people with low to moderate incomes.

The broader measure was developed in cooperation with the U.S. Bureau of Labor Statistics and the National Academy of Sciences, Census officials said. (Reuters)

Steep decline in FDI due to non-conducive environment

ISLAMABAD: Lack of conducive environment, law and order situation, political instability, rampant corruption and frail economy have had a worst impact on the foreign investment in the country, Geo News reported Sunday.

According to the sources of Finance Ministry, the foreign investment to Pakistan has witnessed a whopping decline of 83 percent.

During the first quarter of FY 2011-12, US, UK and other developed countries only invested to the tune of 50.1 million dollars in Pakistan compared to over 290 million dollars in the same period last year.

Govt drills 131 exploratory oil/gas wells

ISLAMABAD: The Ministry of Petroleum and Natural Resources has drilled 131 exploratory wells during the last five years to meet the growing needs of oil and gas in the country.

"It a fact that the production of oil and gas in the country is less than their demand. However, the government has taken numerous steps to enhance their production," official sources told APP on Saturday.

The sources said exploration licences for 30 blocks were granted during the year 2010. In the Petroleum Exploration and Production Policy - 2011, additional incentives have been offered to the investors for exploration of oil & gas in Pakistan, they added.

The sources said the additional incentives would take care of extra risk taken by exploration and production companies for doing business under the prevailing security, law and order situation in the country.

They said presently 133 exploration licences had been granted for exploration of oil & gas in the country while 130 D&P leases were operative for the enhancement of production of oil and gas. Some 127 fields were producing 64,655 barrels of oil and 4215 Million Cubic Feet gas per day.

They said efforts were also being made to put newly made discoveries on production during 2011-2013.

The sources said the completion of pending development projects would enhance daily oil and gas production, adding that enhanced exploration in all areas would add new oil and gas reserves by improving law & order and providing conducive environment to local and foreign companies.

A basin study has already been carried out to co-relate entire data of different basins which will help identify new play types while through state-of-the-art data repository centre, digitized data is also available to existing and new companies to participate in exploration which will help in expediting exploration of oil and gas.

The sources said concentrating on more exploration in deeper prospects and under-explored geological frontiers would add new reserves. A tight gas policy has been notified which will offer 40-50 per cent higher prices than petroleum policy- 2009 gas price to attract exploration companies to invest in tight gas fields, they added.

The sources said the country had estimated recoverable tight gas reserves of 24 TCF and initially 100-150 mmcfd would be added depending on its success rate.

The Ministry of Petroleum and Natural Resources is also working on "Low Btu Gas Policy and Shale Gas Policy" to encourage the investors to exploit these reservoirs.

Clinton says US ready to work with Islamists groups

WASHINGTON: Secretary of State Hillary Clinton on Monday heralded the movements of Arab Spring and said the United States was prepared to work with rising Islamist groups in the region, such as those who enjoyed a recent election victory in Tunisia.

The United States shares "their desire to see a Tunisian democracy emerge," she told an audience National Democratic Institute in Washington, in an address that emphasized: "not all Islamists are alike."

What parties call themselves, she added, "is less important to us than what they actually do."

Tunisia's main Islamist party Ennahda swept the polls in a landmark vote last month over their main challenger, the secular center-left PDP party.

To govern, Clinton said, the party must "persuade secular parties to work with them... America will work with them, too," and noted that the group's leaders have "have promised to embrace freedom of religion and full rights for women."

The top US diplomat listed key criteria any party must meet in a democracy, including the rejection of violence, adherence to the rule of law, and respect for the rights of women and minorities, and an acceptance of electoral defeats.

"The suggestion that faithful Muslims cannot thrive in a democracy is insulting, dangerous, and wrong," she said.

Washington, embracing transitions of the Arab Spring where long-time strongmen fell across the region this year, rejects "the false choice between progress and stability," she added.

"Dictators told their people they had to accept the autocrats they knew to avoid the extremists they feared.

"Too often," Clinton admitted, "we accepted that narrative ourselves," and said the United States pushed for reform "but often not hard enough, or publicly enough."

After the turbulent events in recent months, "we recognize that the real choice is between reform and unrest," she said.

Overall law, order under control: Malik

KARACHI: Interior Minister Rehman Malik has expressed his satisfaction on the overall law and order situation in Karachi. He also prayed for those who abuse him.

"Street crimes are the major concern all over the country but overall situation of law and order is under control with due efficiency of the police and Rangers in Karachi," he said while talking to media persons after offering Eid ul Azha prayer at Babul Islam mosque on Monday.

He said that directives have been issued to the police and other law enforcing agencies to curb all criminal activities.

Referring to collection of hides of sacrificial animals, Rehman Malik said that the government has already issued directives in this regard and a code of conduct has been chalked out.

He further stated that no group or person will be allowed to collect hides forcibly in Karachi or elsewhere.

Pakistan, China agree to expand cooperation

ST. PETERSBURG: Prime Minister Syed Yusuf Raza Gilani and Chinese Premier Wen Jiabao on Monday expressed their resolve to further strengthen bilateral ties in economic, defence and energy sectors for the mutual benefit of the two countries.

The two leaders who met on the sidelines of summit of Shanghai Cooperation Organization, here discussed whole gamut of strategic and economic cooperation between their countries.

They discussed the matters relating to agriculture, power generation and finance besides reviewing progress on Sino-Pak bilateral ties. Both reviewed strategic and defence cooperation besides exchanging intensive exchange of views on trade cooperation. The two sides also discussed the means to carry out projects of communication including railway and road links and fibre optic.

Prime Minister Gilani sought investment by Chinese companies in Pakistan's various areas and stressed the need for making efforts to realize full potential of bilateral trade.

Premier Wen assured Prime Minister Gilani of China's commitment to further strengthen its relations with Pakistan in all fields.

Both the leaders were of the view that the two nations were against terrorism and would continue to cooperate with each other to eliminate this threat.
Gilani said it was high time to address the global economic crisis and find out a way to counter its impact on growing economies.

During the meeting the two leaders also noted that both Pakistan and China share similar views on important regional and global issues and will continue to extend support to each other at all levels.

They also agreed on exploiting the full potential of the two business communities to boost their economy and trade.

CIA following Twitter, Facebook

McLEAN: In an anonymous industrial park in Virginia, in an unassuming brick building, the CIA is following tweets - up to 5 million a day.

At the agency's Open Source Center, a team known affectionately as the "vengeful librarians" also pores over Facebook, newspapers, TV news channels, local radio stations, Internet chat rooms - anything overseas that anyone can access and contribute to openly.

From Arabic to Mandarin Chinese, from an angry tweet to a thoughtful blog, the analysts gather the information, often in native tongue. They cross-reference it with the local newspaper or a clandestinely intercepted phone conversation. From there, they build a picture sought by the highest levels at the White House, giving a real-time peek, for example, at the mood of a region after the Navy SEAL raid that killed Osama bin Laden or perhaps a prediction of which Mideast nation seems ripe for revolt.

Yes, they saw the uprising in Egypt coming; they just didn't know exactly when revolution might hit, said the center's director, Doug Naquin.

The center already had "predicted that social media in places like Egypt could be a game-changer and a threat to the regime," he said in a recent interview with The Associated Press at the center. CIA officials said it was the first such visit by a reporter the agency has ever granted.

The CIA facility was set up in response to a recommendation by the 9/11 Commission, with its first priority to focus on counterterrorism and counterproliferation. But its several hundred analysts - the actual number is classified - track a broad range, from Chinese Internet access to the mood on the street in Pakistan.

While most are based in Virginia, the analysts also are scattered throughout US embassies worldwide to get a step closer to the pulse of their subjects.

The most successful analysts, Naquin said, are something like the heroine of the crime novel "The Girl With the Dragon Tattoo," a quirky, irreverent computer hacker who "knows how to find stuff other people don't know exists."

Those with a masters' degree in library science and multiple languages, especially those who grew up speaking another language, "make a powerful open source officer," Naquin said.

The center had started focusing on social media after watching the Twitter-sphere rock the Iranian regime during the Green Revolution of 2009, when thousands protested the results of the elections that put Iranian President Mahmoud Ahmadinejad back in power. "Farsi was the third largest presence in social media blogs at the time on the Web," Naquin said.

The center's analysis ends up in President Barack Obama's daily intelligence briefing in one form or another, almost every day.

After bin Laden was killed in Pakistan in May, the CIA followed Twitter to give the White House a snapshot of world public opinion.

Since tweets can't necessarily be pegged to a geographic location, the analysts broke down reaction by languages. The result: The majority of Urdu tweets, the language of Pakistan, and Chinese tweets, were negative. China is a close ally of Pakistan's. Pakistani officials protested the raid as an affront to their nation's sovereignty, a sore point that continues to complicate US-Pakistani relations.

When the president gave his speech addressing Mideast issues a few weeks after the raid, the tweet response over the next 24 hours came in negative from Turkey, Egypt, Yemen, Algeria, the Persian Gulf and Israel, too, with speakers of Arabic and Turkic tweets charging that Obama favored Israel, and Hebrew tweets denouncing the speech as pro-Arab.

In the next few days, major news media came to the same conclusion, as did analysis by the covert side of US intelligence based on intercepts and human intelligence gathered in the region.

The center is also in the process of comparing its social media results with the track record of polling organizations, trying to see which produces more accurate results, Naquin said.

"We do what we can to caveat that we may be getting an overrepresentation of the urban elite," said Naquin, acknowledging that only a small slice of the population in many areas they are monitoring has access to computers and Internet. But he points out that access to social media sites via cellphones is growing in areas like Africa, meaning a "wider portion of the population than you might expect is sounding off and holding forth than it might appear if you count the Internet hookups in a given country."

Sites like Facebook and Twitter also have become a key resource for following a fast-moving crisis such as the riots that raged across Bangkok in April and May of last year, the center's deputy director said. The Associated Press agreed not to identify him because he sometimes still works undercover in foreign countries.

As director, Naquin is identified publicly by the agency although the location of the center is kept secret to deter attacks, whether physical or electronic.

The deputy director was one of a skeleton crew of 20 US government employees who kept the US Embassy in Bangkok running throughout the rioting as protesters surged through the streets, swarming the embassy neighborhood and trapping US diplomats and Thais alike in their homes.

The army moved in, and traditional media reporting slowed to a trickle as local reporters were either trapped or cowed by government forces.

"But within an hour, it was all surging out on Twitter and Facebook," the deputy director said. The CIA homed in on 12 to 15 users who tweeted situation reports and cellphone photos of demonstrations. The CIA staff cross-referenced the tweeters with the limited news reports to figure out who among them was providing reliable information. Tweeters also policed themselves, pointing out when someone else had filed an inaccurate account.

"That helped us narrow down to those dozen we could count on," he said.

Ultimately, some two-thirds of the reports coming out of the embassy being sent back to all branches of government in Washington came from the CIA's open source analysis throughout the crisis.
